Pennsylvania needs leadership that puts people ahead of political parties, protects working families, strengthens communities, and restores accountability to state government. My platform is built around practical reforms that lower costs, improve public services, protect individual rights, and make government work for the people it is supposed to serve.

PENNSYLVANIA PROPERTY TAX REFORM

Pennsylvanians should not be taxed out of the homes, farms, businesses, or communities they have spent their lives building. My plan provides permanent, measurable property-tax relief, not another temporary rebate program, while protecting schools and essential local services.

Reduce school property taxes by 20% in the first year, 35% by the second year, and 50% by the third year, with long-term protections against simply taxing that relief back.
Reduce covered county, municipal, and other local property taxes by at least 33% within five years, with additional protections for homeowners, seniors, veterans, disabled residents, renters, farms, and small businesses.
Fund relief through spending reform, restructuring, audits, consolidation, savings, and carefully designed replacement revenue while protecting working families from simply trading one unaffordable tax for another.
Require dedicated funding lockboxes, certified baselines, independent audits, revenue-neutral reassessments, spending controls, and enforceable anti-diversion safeguards so promised relief reaches taxpayers and stays there.

EDUCATION & READY-FOR-LIFE REFORM

Every Pennsylvania student deserves an education that provides strong academic foundations, safe and orderly classrooms, and real preparation for adulthood. Schools should educate children, respect parents, support teachers, and prepare students for college, skilled employment, military service, entrepreneurship, or another productive path after graduation.

Establish mandatory statewide academic and graduation standards centered on reading, writing, math, science, history, civics, financial literacy, digital responsibility, practical life skills, and career preparation.
Restore classroom discipline and academic accountability, restrict student cellphone use, strengthen early literacy, limit social promotion and grade floors, and require meaningful intervention when students fall behind.
Make skilled trades, vo-tech education, apprenticeships, career exploration, employer partnerships, and college preparation legitimate pathways while strengthening special education and responsible school choice.
Protect parental rights, student privacy, access to records, safe schools, fair athletic competition, and appropriate notice and consent while restructuring school governance for greater transparency, local representation, and accountability.

PUBLIC SAFETY & CRIMINAL JUSTICE REFORM

Government's first responsibility is protecting innocent people and maintaining public order. Pennsylvania should support law enforcement and emergency responders, protect victims, impose meaningful consequences on dangerous offenders, and distinguish between people who can be rehabilitated and those who remain a threat to society.

Strengthen police, fire, EMS, 911, emergency management, training, equipment, staffing, regional cooperation, and mental-health support for first responders.
Expand victims' rights, notification and participation, sentencing transparency, and meaningful consequences for violent, repeat, gang, trafficking, organized-crime, and other dangerous offenders.
Expand mental-health and addiction treatment, restore appropriate state treatment capacity, address chronic homelessness, and provide structured rehabilitation for offenders who can safely return to productive lives.
Protect peaceful protest and constitutional rights while enforcing clear consequences for violence, riots, criminal trespass, attacks on emergency responders, dangerous road blockages, doxing, and deliberate interference with public-safety operations.

ECONOMY, JOBS & SMALL BUSINESS

Pennsylvania's economy should reward work, entrepreneurship, investment, and businesses that create jobs here. Government should stop choosing winners and losers through political connections while making it unnecessarily expensive and difficult for working families and locally owned businesses to succeed.

Review and eliminate unnecessary regulations, fees, delays, licensing barriers, and administrative burdens while maintaining legitimate health, safety, worker, and consumer protections.
Expand skilled-trades education, apprenticeships, employer partnerships, workforce development, and pathways into family-supporting careers without treating a four-year college degree as the only route to success.
Strengthen Pennsylvania manufacturing, agriculture, construction, energy, healthcare, tourism, local retail, entrepreneurship, and other industries capable of creating and sustaining Pennsylvania jobs.
Prioritize Pennsylvania workers and businesses in state purchasing and economic development while promoting brownfield and existing industrial-site redevelopment instead of corporate favoritism, unnecessary land consumption, and taxpayer-funded sweetheart deals.

ENERGY, UTILITIES & RATEPAYER PROTECTION

Pennsylvania is one of America's leading energy-producing states. Our families and businesses should benefit from that strength rather than face continually rising utility bills while large energy users shift their costs onto everyone else. Pennsylvania needs reliable energy, affordable rates, a stronger grid, and regulators who answer to consumers.

Expand reliable Pennsylvania energy production, modernize the grid, strengthen generation and transmission capacity, and demand greater accountability from regional grid management, including reassessing Pennsylvania's relationship with PJM if it continues failing Pennsylvania consumers and producers.
Strengthen consumer protections against unreasonable rate increases and utility shutoffs, including stronger advance notice, affordability protections, transparent rate cases, consumer representation, and meaningful regulatory accountability.
Require data centers and other large-load developments to locate on appropriate brownfield or existing industrial sites, protect farmland and water resources, and demonstrate credible energy and infrastructure plans before approval.
Require large-load users and developers to pay the full generation, transmission, water, grid, and infrastructure costs they create rather than shifting those expenses onto Pennsylvania families and small businesses.

TRANSPORTATION & INFRASTRUCTURE REFORM

Pennsylvanians pay heavily for transportation yet still drive on deteriorating roads and bridges while facing high gasoline taxes, tolls, debt, and an inefficient transportation bureaucracy. My approach is simple: Fix Roads First, restructure the system, and make transportation dollars accountable to the people paying them.

Phase out Pennsylvania's gasoline tax over five years through a responsible replacement-funding transition rather than abandoning the infrastructure it currently supports.
Eliminate passenger-vehicle Turnpike tolls over a responsible transition, reduce commercial toll burdens where financially sustainable, restructure legacy Turnpike debt, dissolve the Pennsylvania Turnpike Commission, and transfer its appropriate functions into a more accountable statewide transportation structure.
Establish Fix Roads First by prioritizing existing roads, structurally deficient bridges, drainage, maintenance, and safety improvements before unnecessary expansion and politically driven projects.
Protect dedicated transportation funding, preserve appropriate local Liquid Fuels support, stop using motorists as a backdoor funding source for unrelated spending, and publish clear project, cost, debt, performance, and infrastructure-condition information.

HEALTHCARE & HUMAN SERVICES

Pennsylvania needs a healthcare system that focuses on getting people healthy, not simply managing illness and billing them indefinitely. My guiding principle is treat the problem, not manage it: identify underlying causes, diagnose accurately, intervene early, provide appropriate treatment, and make healthcare providers, insurers, contractors, and government programs accountable for results and costs.

Reduce unnecessary administrative barriers and prior-authorization delays, improve access to primary, specialty, rural, emergency, prescription, behavioral-health, and long-term care, and put legitimate medical decisions back where they belong: between patients and qualified healthcare professionals.
Strengthen Medicaid eligibility and provider oversight, combat organized fraud and improper payments, improve managed-care accountability, reconcile payments promptly, and recover taxpayer money when contractors or providers fail to meet their obligations.
Expand prevention, early diagnosis, coordinated treatment, appropriate testing, mental-health and addiction services, and treatment capacity so patients are not trapped in cycles of repeated emergency care or symptom management when underlying conditions can be addressed.
Protect patients from predatory medical debt and unreasonable markups, improve affordable payment options and prescription access, and preserve assistance for seniors, disabled Pennsylvanians, children, caregivers, veterans, and families facing legitimate hardship.

FAMILIES, CHILDREN & COMMUNITY

Strong families and stable communities give children the foundation they need to succeed. Pennsylvania should protect parental rights, hold child-serving agencies accountable, strengthen local institutions, and help families overcome temporary hardship without replacing parents, communities, or personal responsibility with permanent government dependency.

Expand partnerships with municipalities, nonprofits, faith-based organizations, youth leagues, libraries, and community groups to provide recreation, sports, arts, tutoring, mentoring, clubs, and productive after-school opportunities.
Strengthen foster care, kinship care, adoption support, child-welfare oversight, family-court transparency, parental due-process protections, and accountability for agencies and contractors responsible for the safety and welfare of children.
Improve access to family resource centers, parenting support, childcare assistance, crisis intervention, food and housing stabilization, employment services, and coordinated temporary assistance designed to help work-capable families regain independence.
Combat child exploitation, abuse, trafficking, bullying, cyberbullying, and violence through prevention, early intervention, victim support, responsible enforcement, and stronger cooperation among families, schools, communities, healthcare providers, and law enforcement.

CONSTITUTIONAL & INDIVIDUAL RIGHTS

Government exists to protect individual rights, not grant them when convenient. Pennsylvanians should be free to live their lives, raise their families, speak their minds, protect themselves, own property, and make personal decisions without unnecessary government interference, while remaining accountable when their actions violate the rights or safety of others.

Defend the freedoms of speech, religion, assembly, association, due process, privacy, property ownership, and other constitutional protections regardless of a person's political beliefs or popularity.
Protect the right of law-abiding Pennsylvanians to keep and bear arms, support constitutional carry, preserve an optional licensing system for those who want reciprocity or a permit, and oppose laws that remove constitutional rights without adequate due process.
Protect parents' authority and involvement in decisions concerning their minor children while preserving appropriate safeguards when a child faces an immediate and legitimate threat to health or safety.
Require government restrictions on individual liberty, property, business activity, or personal autonomy to have legitimate legal authority, clear justification, appropriate due process, and meaningful avenues for review and challenge.

AGRICULTURE & RURAL PENNSYLVANIA

Pennsylvania cannot prosper by concentrating opportunity around a few major population centers while rural communities, farms, and small towns are left behind. Agriculture is both an industry and a way of life, and state policy should protect productive farmland, strengthen family farms, expand rural opportunity, and ensure rural Pennsylvanians receive their fair share of infrastructure and essential services.

Protect productive farmland from unnecessary development while directing data centers, large industrial projects, and major redevelopment toward appropriate brownfields and existing industrial sites whenever practical.
Reduce unnecessary regulatory and financial burdens on family farms, agricultural businesses, food producers, and rural entrepreneurs while maintaining legitimate food, environmental, worker, and public-safety protections.
Strengthen rural roads, bridges, broadband, healthcare access, emergency services, workforce development, agricultural education, local businesses, and infrastructure needed to keep rural communities economically viable.
Expand Pennsylvania agriculture, food production and processing, local markets, value-added agriculture, and opportunities for the next generation of farmers while respecting private property rights and responsible land stewardship.

SENIORS & VETERANS

Pennsylvanians who spent decades working, raising families, serving their communities, or defending this country should not be pushed out of their homes or forgotten when they need help. Pennsylvania should make it easier for seniors and veterans to remain independent, financially secure, connected to their communities, and able to obtain the services they have earned.

Provide stronger property-tax protections for seniors, including substantial relief for qualifying older homeowners, as part of the broader effort to permanently reduce Pennsylvania's property-tax burden.
Improve access to home-based care, long-term care, transportation, healthcare, prescription assistance, and community services that help seniors remain safely and independently in their homes whenever possible.
Improve coordination of state and federal veterans' benefits, healthcare, mental-health services, employment assistance, education, housing support, and transition services while helping veterans navigate government programs without unnecessary bureaucracy.
Strengthen oversight of nursing homes, long-term-care providers, veterans' services, guardianships, and programs serving vulnerable adults while aggressively pursuing neglect, exploitation, fraud, and abuse.

HOUSING & COST OF LIVING

Pennsylvania families are being squeezed from every direction: housing, property taxes, utilities, food, transportation, healthcare, insurance, and government fees. Government cannot control every price, but it can stop making basic necessities more expensive and address the underlying policies that drive costs higher.

Lower the cost of remaining in a home through permanent property-tax relief, utility-rate protections, responsible energy policy, transportation reform, and reductions in unnecessary government fees and regulatory costs.
Expand housing supply by reducing unnecessary permitting delays and regulatory barriers, encouraging redevelopment of vacant and blighted properties, and prioritizing existing communities, brownfields, and infrastructure before unnecessary sprawl.
Protect homeowners and renters from fraud, predatory practices, unfair government actions, and policies that unnecessarily increase housing costs while respecting private property rights and legitimate landlord and tenant protections.
Address homelessness through coordinated mental-health and addiction treatment, temporary housing stabilization, employment and support services, and long-term solutions aimed at restoring independence rather than simply managing homelessness indefinitely.

TAXES, SPENDING & AFFORDABILITY

Pennsylvanians should be able to keep more of what they earn, but responsible tax reform requires more than promising cuts without explaining how government will pay its bills. My approach is to reduce the cost and size of government first, restructure outdated systems, eliminate waste and duplication, and use responsible replacement funding only where necessary.

Pursue permanent reductions in property taxes, gasoline taxes, passenger tolls, and other excessive burdens while protecting essential services and avoiding unfunded promises that simply create another tax increase later.
Audit and restructure government agencies, eliminate duplication and improper payments, combat fraud, consolidate unnecessary administration, control spending, and use measurable savings to help finance tax relief.
Review Pennsylvania's overall tax structure, pursue elimination of the inheritance tax, and examine taxes and fees that discourage work, investment, homeownership, entrepreneurship, and economic growth, including additional tax reductions when sustainable funding allows.
Require major tax increases, replacement taxes, and new spending commitments to be transparent about who pays, how much they pay, where the money goes, and what taxpayers receive in return.

ELECTION INTEGRITY & BALLOT ACCESS

Pennsylvania elections should be secure enough for voters to trust the results and open enough that voters, not political parties, decide who deserves to compete. Election integrity and fair ballot access are not opposing principles. Pennsylvania needs both.

Require valid photo voter identification while providing an acceptable state-issued voter ID free of charge, maintain accurate voter rolls, verify eligibility and citizenship, and establish clear and uniform statewide election procedures.
Make voter-verified paper ballots the controlling election record, strengthen chain of custody, require transparent counting and reporting, conduct meaningful post-election audits, and report substantially all ordinary countable ballots on Election Night.
Establish substantially equal ballot-access standards for major-party, minor-party, political-body, and Independent candidates, simplify petition requirements, provide cure rights, and give secure state-verified digital petition signatures the same legal force as paper signatures.
Establish a Top-4 Open Primary for designated voter-nominated offices so every registered voter can participate and the four candidates receiving the most votes advance regardless of party, while preserving separate presidential primaries and legitimate internal party elections.

GOVERNMENT ACCOUNTABILITY, BUDGET & REFORM

Pennsylvania government should be transparent, financially responsible, efficient, and answerable to the people rather than political parties, lobbyists, contractors, major donors, or entrenched bureaucracies. Every agency, program, regulation, contract, and taxpayer dollar should have to demonstrate that it serves a legitimate public purpose.

Require independent audits, public spending dashboards, agency performance reviews, measurable outcomes, long-term financial planning, and aggressive identification of waste, fraud, improper payments, duplication, and ineffective programs.
Consolidate duplicative functions, modernize state services, review regulations and fees, restructure unnecessary bureaucracy, and redirect savings toward tax relief, infrastructure, essential services, and responsible debt reduction.
Strengthen open-record and public-meeting requirements, procurement transparency, conflict-of-interest and ethics rules, anti-nepotism protections, whistleblower safeguards, and accountability for officials, contractors, and recipients of public money.
Establish enforceable deadlines, rulemaking limits, taxpayer protections, anti-diversion safeguards, and stronger legislative and executive transparency so government cannot quietly spend, regulate, borrow, or redirect money without public accountability.
